I have a pgm2 motherboard that I can hear static in the background. All the caps are smd and the volume knob does not adjust the volume much. I do not have a game board (can borrow one from a friend).

1. Should I shotgun the caps, or is there an easy way to narrow it down.

2. Can I get to a test screen without a cart?
 
I think for starters you could try piggy backing a new cap on each smd (of similar capacitance). That may help you finding the bad cap, if there's one.
 
If you do that you will be combining the values of the caps. So not the best way to test.
 
I'll just have to borrow a cart and do a quick and dirty shot gun after the Xmas. There seem to be zero info on this board floating around on the net :(
