One of my G-NET mobo has had this issue before. I found some traces were cut/broken near IC and socket. After I repaired those traces, the BIOS could be flashed.
I suggest you use a multi-meter to check all the traces leading from the BIOS socket.

I just removed the Flash,reprogrammed them and soldered them back.....no better way.
The ROM board 171-8346C has 8 Flash ROM positions, it can hold up to 512MB (512Mb x 8) rom data. If the rom size is larger than 200MB, 171-8346C is the best choice.
It is not a proper place to talk about Lindbergh PICs as it is prohibited to discuss such topics in the forum.
If you have the original ones,it is possible to dump and duplicate the PICs with the help of some equipments. If not,you'd better find some good guy to share the PIC dumps with you...
