Thanks. I'm still trying to device whether I'll go with the ATX supply or modding the voltage regulator on the Capcom I/O. Because using an ATX supply will be hard to use on one of my cabs, I'm leaning towards modifying the Capcom I/O. I have enough skills that replacing the voltage regulator...
I believe the Super Neo 29 came with a Hitachi monitor originally, but what other monitors can be used in this cab? Can I drop an MS9-29 or any other curved 29" crt into it?
I ran into this problem and I believe this was the fix from a quick google search:
-modify code in piforcetools.py so any instances of lcd = Adafruit_CharLCDPlate() are changed to lcd = Adafruit_CharLCDPlate(busnum = 1)

From what I've read the GBSC will add 8ms of lag when downscaling to 240p, so half a frame. I'll try to take some pictures later, but I don't consider myself to be a good photographer. I am moving this setup to my big blue cab so I can setup fightcade as well for the time being.
Just a side note, today I went from PC (640X480, 31KHz)->GBS Control (to downscale to 240p, 15KHz)->Jammaizer->Arcade Monitor and the setup worked perfectly! So happy I won't need to to mess with Windows special video drivers and all of that anymore.

The Wei Ya power supply in my Egret3 is able to run a Naomi 1 with netdimm plus Capcom I/O board using a 500W step down converter. I don't think it's a bad power supply.
