Have you checked your 5Volts? I am guessing those are your power cables they look very small.

Are you playing it on a CRT? It’s pretty simple to tell if it’s 50 or 60 Hz, 50 Hz PAL will play in slow motion and have a letter box screen. 60 Hz will play full speed and full screen. My guess it’s already been modded.

Do you really want to convert it to NTSC or 60Hz RGB, I modded a few back when the Neo Geo was current as most models in the UK were PAL rather than NTSC. Do you have a jumper marked PAL, NTSC? Some models it’s as easy as moving a soldered jumper.
