    If you go into the test menu for the game, you can enable the option to select the button layout at the character select screen.

    Hmm you can try just a DVI-I cable. Problem is the system/games want to read the EDID information from the monitor, and it uses the analogue pins to do that.

    Make sure your monitor is connected via VGA using a DVI-I to VGA adapter. otherwise maybe your drive or image is corrupted.

    Do you have a picture of the Type 2 Sega JVS I/O? You will get that error if the system doesn't get a response from the I/O board. It could be an incompatibility but more than likely there is something else going on.
