X2 power supply fans

Hey guys, do the fans in the x2 power supply spin all the time or only at a certain temperature?

Mine are not spinning.

The fans have stationary fins in front which do not spin. If you cup your hand around the intake you can feel the airflow. But yeah, I was caught off guard by it too. I even tried to force one to spin thinking it was seized. Chipped one of the fins doing it. Oops.
