Cps3 blue color not showing at all.

How do you have the board connected to? PVM? Old CRT? SCART connector? Svideo? Component? Or an actual arcade monitor?

Either way, you may want to test continuity from the source to the JAMMA edge. Also make sure your arcade board doesnt have a broken trace for the BLUE contact pad.

Most of the time there will be a broken connection from jamma connector and wire, however, you will not notice due to the heat shrink tape gives the appearance that it is connected. But it is not connected. You have to reconnect it.

Sorry just noticed you were using the SONY WEGA CRT.

So is that Component, Svideo, Composite? More than likely, it is your BLUE wire from JAMMA to the video converter is not connected. Just trace that wire from JAMMA Connector to the video converter device.
 
Its connected with component cable and i have a another cps3 that i have tested with and all colors work.
 
Could be a chip. However double check that the jamma edge contact pads traces are connected coming from the board. Slightest crack can cause a break.
 
You also might try and reflow the board or just the video chip.
