I'm running Mortal Kombat II (the revision without the daughter board) in my New Astro City and I noticed the video is noisy, almost like film grain noise all over the whole image. Is this "normal"? For what it's worth, the sound board isn't currently connected. I've tried tweaking the syncs to no effect.

CPS2, mvs, and other Jamma games look fine on this monitor/cabinet.

I tried taking a video but youtube compression really ate it up:

Tweaking the sync will only affect it if it's rolling. The Midway boards have a different sync rate to a lot of boards.

It looks normal to me (as you said it's difficult when YouTube compresses the hell out of everything) if you are getting video interference the first thing to do is check the grounds in your cab.
 
I had interference on both mk1 and mk2 t unit boards (like power waves). Recapping all of those blue 10uf 25v axial caps fixed both boards and picture is perfect now. I used these https://www.mouser.com/ProductDetail/667-EEU-FR1H100 and bent the positive leads over the top. Hopefully this helps.

Slayer is absolutely correct! I just now replaced all of the electrolytics on my MK1 T-Unit to test his comment as I was also having video noise and it COMPLETELY cleared up all noise on my screen! Awesome, would strongly recommend this first 👍🏼
