2 nuts are used to achieve a locking affect to prevent loosening especially when there is nothing for the nut to lock against like in this situation. Clamping both nuts together prevents it from ever loosening up. With the vewlix foot image you posted if it’s in the position you like put both nuts up to the base of vewlix and tighten bottom nut to top nut and you’ll be good
 
That makes sense. The thing is that the nut at the bottom is locked into place on both feet. Like it seems welded in place.

They're levelers, so in some cases you might have to extend them further than the casters. When that happens you wrench on these to keep extending the legs (it also seems to help distribute the weight on the foot). The second nut is for locking them in place like ThisGuy said but against the bottom of the cab.
