My TTX2 motherboard is sick, and needs help!

So I was adding a case fan for my TTX2 Rev.00B motherboard. After plugging it in and trying to boot, original PSU died. I swapped to a known good ATX PSU and got some sort of power cycling issue. Motherboard LED stays on all the time, but the CPU fan and GPU fan spin for a second or two and then stop, pause for a couple seconds and then spin up again. Nothing gets displayed on my screen. Seems like some sort of power safety cycle. So I have tried the following and looking for suggestions...
  • Tried booting with everything unplugged to see if there was a short... (Graphics card, RAM, I/O board, all fans)
  • Recapped motherboard
  • Retested PSU Voltages
  • Checked CMOS battery voltage
  • Tried CMOS reset via jumper (I think I used the right jumper. Hard to find documentation.)
Again any suggestions welcome as I try to bring this thing back.
 
Use flat screw ,drain the capacitors one by one short them with the flat screw method
 
Debugging update...
  • Pulled all peripherals
  • Unplugged all fans
  • Pulled RAM
  • Pulled CPU
  • Re-cased
  • Swapped PSU
  • Pulled CMOS battery to reset CMOS
Still hitting the power cycling issue.
