Can you change things like volts, current, and timing to a ic?
 
Yes you can. After you select your chip type, go to Setting->Modify Parameter.

I've had success with getting EPROMs that won't program normally to work by going into that screen and setting both Retries and tPW to 999.
 
I tried that last night. I does not help with my odd situation.
 
I'm just trying to figure out a better way to use my adapter to flash cps3 cart. Rev D work no problem while A to C require a mod (cut trace and a wire) I want to eventually bypass. A/B would be stuck at the erase process and fail on the write. C is like A/B but out of 25 tries I will have a successful write. This is odd to be because it's the same board layout as D

try soldering a 100n ceramic cap across the power pins of each chip,
and keep the leads as short as possible on your adapter.
 
It turn out that the problem is the NVRAM also share some of the address line with the flash. One of my C board has it and not the other. Once I remove that it program fine. I tried the .1mf on the flash as per the datasheet. It did not did the problem
