Either your PAL or Jumpers are incorrect.
Did you verify all the jumpers with a multimeter?
Also, is there already a jumper wire soldered on the bottom of your B-board?

That jumper on the bottom is meant for a G pal. What happens if you insert the PAL without removing the pin or soldering the wire to the PAL on top?
Remove the bottom wire and just use a wire between the pal and J17. Its definitely some sort of B-board issue.
