So I got a CE rainbow edition board and I got hobbyroms to burn me the rom chips 21, 22, and 23 for Hyper Fighting. After inserting those chips all I get is the RAM check screen constantly looping through the full check, so I'm wondering is there something I'm missing for this conversion? Thought I should ask first before I contact hobbyroms about it.

Someone else here did the same thing and they had to swap two of the roms around. Try to search for it.

This indeed, looks like you got roms suitable for a different revision B board (mask rom layout vs eprom layout)
 
I can't find that thread, but I think it took swapping 22 and 23 around.
 
did it work before with the rainbow roms? I think your next step would be to verify the roms with romident, but since you bought from hobby roms I’m assuming you don’t have a burner.

Yeah it works fine with the rainbow roms and no I don't have a burner so I can't verify, the only thing I can go on is the boot screen showing its 920313 USA version.
 
Is it possible that your PCB is a bootleg board and therefore will not run the official, actual Hyper Fighting Game ROMs?
 
One thing I suggest is to check that GAL in slot 11d.

Should be screen printed BPRG but it's blank on your board.

I converted to Daimakiamura a board that was previously a Rainbow Edition and found that someone had tinkered with that chip too.
