I got an atx psu powering the supergun that goes to Capcom io then to the Naomi.. So I took voltage at the Naomi side and it goes like this
Yellow = 12v
Red = 4.87v
Brown = 3.21v
Thats the 8 pin plug I don't have anything on the 6 pin plug

Your Voltages are pretty low.
I would say that is a very good place to start. Naomi hardware is extremely sensitive to low voltage supply. If you PSU can't supply the correct voltage under load it wont run.
You need either an adjustable supply or a much larger ATX that can handle the load without dropping the voltage.

So on the originals there is two wires on the back just get then connected to a regular ac cord?use the original naomi psu.
for some reason me too faced strange behaviour with naomi boards that won't start at all with good pc atx psu.
then tried using the original psu and all the problems disappears.
never understand why...
