Strange interference on monitor

I just purchased this Astro City cab and am getting some monitor noise. It looks like what happens when you use a cheap 3rd party power supply with an old game console.

could be a bad earth somewhere - or some caps failing.
i have seen loose earth wires cause all kinds of crap on monitors though - so start with that.

I've touched everywhere and no shock or hot screws. The monitor was recapped by the shop I purchased it from. I'm going to recap the PSU and see if thats the issue.
