I was checking +5VDC continuity to install a CPU fan on my KI2 board. At some point I touched a ground spot and with the 5V was returning a value (same ground + -5V), instead of nothing (0L) as if I do that with my CPS1 board.

Is it normal that I get a measure by checking continuity between ground and +5V/-5V?
Ground + 12V does not return any value (which I think is the way it should be).

From memory my Midway boards do that (MK2, KI, UMK3, Rampage World Tour) but I can confirm for you since I have a KI board handy at the moment - I'll let you know
 
There is a whole board of chips that are connected to both 5V and GND. If you connect a 5V power source, it draws some current.
So, it's normal that there is a resistance between 5V and GND.
