Thank you everyone. I checked the inputs in the menu and player 3 had a shorted button. Which explains the fast forward during cut scenes. And watching a playthough again, I did see that "demonstration" normally appears.

Just recently picked up an AVP conversion cabinet. While I play, it displays the word demonstration near the lower portion of the screen. It seems that the cut scenes are in fast forward as well. I've been through menus, accessible by the test button on the CPS2 board, but must have missed...
