I have a feeling it's a BGA problem. Push on the bigger heat sinks with no game in it while turning it on.

One of two things: Bad BGA or bad ram. To check if a BGA problem, push down on the BGAS one by one (big heatsinks) to see if it boots during pressure. If it's bad ram, it could either be the SH4 ram or the Holly ram

Check this chip: 315-6145 on the Naomi when it's booting. Is it getting warm?

Does yours get to the splash screen or does it just stay at a black screen? (that's synced)

Immediately go into the RAM TEST and report back what you see.

But it boots when you have a cart in it?

That is not normal. They boot no matter what. When you turn it on, do you get any sync? (Meaning black screen, but it's synced)

I left it on 3.17 cause I know different people want to do different things. Both work fine. One doesn't have a battery, but I'm sure if someone cared they would replace it anyway :P $225 shipped each in the US.
