I think that the WE DSP16A is not makeing good contact. Can you push the chip more inside the socket? remove the 2 screws to do it, so you don't bend the multi PCB. If you can remove it from the socket and insert again. If that doesn't help I'll send you a new WEDSP16A sound module to replace...

You know that there is a volume pot for Qsound, right? Did you try to turn it?
