Yes, if there's a cart in there, I get the Naomi splash screen, the game loads and I can enter the system menu.

Sorry, I wasn't clear. When there's no game, the unit boots in that it draws power and the fans spin, but it doesn't output any audio/video (not even a Naomi splash screen) and it doesn't respond to the button that brings up the system menu.

I have a Naomi (with an E bios if this matters). Same behavior. I need a game in there or nothing boots, not the Naomi screen, not the test menu, nothing. Is this not normal?
