Looks like you have power - can you look at the LEDs at the other end of the board - near the filterboard and on the same side as the comms board bank of LEDs that you have a pic of

No sadly not - well I say that, I have never actually tried to do that but I am pretty sure the mapping is different due to the changes that were made - give it a go but pretty sure it will not work
Deflection Yoke - they all have individual nos also - some tubes may have different DY's fitted to them - hence it is always best to check

Step 1 had some errors on the planet chip designs - hence it was barely used and quickly replaced with the Step 1.5 system
Step 2 was an increase in horsepower which allowed the newer games to run smoothly
Step 2.1 incorporated some slight changes to 2.0 but compatible fully
Check your PSU for +3.3V, +5V - +12V not critical for boot - that's the first place to start
Then go onto looking for any LED activation on power up - there is a bank of around 8 I think - check them
Sounds like the boards are not booting up - poss dead CPU boards - they can be replaced with...
It is possible to swap 27" (USA) or 29" (World) tubes about (they are in reality 68cms as per the code on the back of the tube A68xxxx etc)
The trick comes with convergence set up with differences in the geometry of the tubes themselves
