He is definitely still alive and working on the orders. He responded to me twice today with an update. I think he is just super busy and trying to catch up on everything. I am sure we will all get our stuff :)

Alright, well at least he is active. My only concern is, if I don't hear anything by the end of this month, the place I gave him to ship it to will no longer be valid as I am leaving the state. So without him contacting me, I don't know if I will actually get the panel. It will turn into a mess. :(

I am also in need of a 2L12B control panel for a Namco arcade but mine is a Blanc. From what I read the Noir and Blanc use the same control panels. I would also be interested in ordering a panel please.
