I just did a quick play of World Heroes on my DS cart up to the stage in your video. The sprites look stable for me. I couldn't reproduce the glitch in your video.

Scratch that. I dropped my psu down to 4.92v. Now it's working with the Brook retro board.

I started testing again tonight. Now none of my pc-engine cables work. I tested with MC Cthulu and Brook Retro boards.

For the record, I was using a Sega Genesis 1602 psu (9v 1.2a) I'll do more testing later

I tested the two cables in addition to a cable from another vendor. I used a Coregrafx, Mcthulu chip, Arthrimus Mcthulu ez upgrade pcb, Arthrimus console jammaizer 2, and my arcade cabinet. I tested with Street Fighter 2 in normal 2-button mode. The two cables from @Joko3 did not work...

I received the cables. Time to test.
