As someone with no attachment to either of you so I can't really pick 'sides', I don't know why either of you went through with three transactions with each other when you literally had two failed transactions before that?

In Ireland, each tax year, the first €1,270 of your gain (after deducting losses) is exempt from CGT.
It's only a small mercy really for us though because absolutely everything over that is taxed at a flat...

Yeah I've say you've troubleshooted it down to not being the PSU alright.
Out of the broken CPS1 games I had, I'd a SF2: CE also with a very similar graphical problem to you and it was 100% the A board. So I'd say that should sort you out.
A board failure is definitely a bit of a problem...
Any CPS1 faults I've had pop up on boards tended to be down to the A board. I've had a few I've bought over the years that I thought were broken, changed out the A board and they worked fine.
I'd definitely wait and try the B & C boards out on a verified working A board before doing any more...
Looks to be the exact same spec of the one I stuck in my AVP board a few years back, zero modification at all, just plug in the new fan and slot it in where the old fan went.
FrancoB did a couple of great Dinoking conversions years back and if I remember correctly one of them had a vertical monitor setup.
