I ran into a similar problem building my panel. Too many traditional bulbs would overload the PSU and crash the NAOMI. Swapping to LEDs solved the issue entirely.

Off the top of my head it sounds like you're overdrawn for power from your PSU.

The external psu can help marginally If it's still programming things like a 27c322 it's probably not the programmer beyond what we've all run into with this size IC.

The only ones I ever got to work reliably in a top programmer are intel D27C400. They seem to be really expensive last I checked. Same story with most other brands as most folks here, otherwise.
