When I power the game off the JST-VL port, it will show that init screen.
When powered off jamma, I never see that screen.
While it may not be the answer, that that might help with troubleshooting.

I nearly finished with my ok baby so I’ll bite. I rewired the cab as well. Making the harnesses was super time consuming but it had to be done.
I also replaced the chassis, PSU, and the iso transformer. I tried to reuse the existing iso but it made the picture look horrible.

I'm surprised your LCD supports a low resolution.
I've had the same interference issues if powering the game and the upscaler with the same power source. You have a similar situation. As you don't have an upscaler, I'm unsure of how to resolve.
