The Z80 has the ability to clear the latched data that is waiting for it from the 68k. The error is indicating the z80 tried to clear the latch, but when it re-read the latch afterwards it wasn't 0x00.

I would bet the 1FT one would work for 1F

its almost right, so might just be 2 bad data line traces. I would check SD0-SD7 to the Z80 and D8-D15 to the 68K on the NEO-C1. They might not be a direct connection, I dont recall.

I would check connectivity between the CPU and the bios chip. Honestly that board looks pretty bad with all the rusted pins and corroded traces.

If you have a ability to read/burn eproms. I would dump the 03 rom and just verify the crc matches whats in mame for the game. Pretty sure I had a board in the past with the wrong stickers on the eproms. There is a suicide tester here...

Using the wrong B-XX will give you bad colors like that or a black screen.

Is there a NEO-BUF thats used in the sound section? The original bios doesn't check the health of the ym2610.

The error is indicating a data path issue between the Z80 and ym2610 or perhaps the ym2610 is bad. Your ym2610 seems to have a lot of rust on the legs. When you checked the traces was that will a multi-meter?
