Looking for a working blank CPS3 motherboard in the U.S. No simms or anything else needed.

Having an issue with one of my cps3 motherboards where it keeps giving me this error. I have used the cable and cd rom as well as an scsi2sd to another motherboard and they all work fine. For some reason this motherboard is not able to detect a drive. Any ideas on what else could be going on?
