1941 conversion or not

I highly think that this a con. Do you know why the labels for 1941 are with Y1?

I think it's not a genuine pcb. The labels are look like printed by someone.
PAL IC (1A) is not genuine.

Definitely a conversion. The lattice GAL at 1A is a dead giveaway. And the Eprom labels are not capcom original
