I don't think it's a double moral thing. More likely not allowing multis is simply a consequence of rules mean to protect from "knock offs" that try to pass themselves off as original boards. A lot of people also see hardware bootlegs as more likely to end up in actual arcades since getting an emulator setup in a real machine with working coin counters is quite a bit more difficult.Funny that they don't want to see hardware bootlegs, but they support software bootlegs without shame (MAME for example)
