So apparently Fluke sells legit meters to the Chinese market, they're unique models but they're the same quality and functionality as the US meters at a fraction of the cost.
This guy tore apart a "Fluke 12E+" which you can find for about $100 shipped on eBay (without leads):
Also turns out that the 12E+ is actually the same as the fancier 17B+ model just missing a few buttons from the case:
Even still you can get the 17B+ for about $106 shipped on eBay (with leads). I bought one to replace my old $40 whatever-brand meter that I've had for the last 10 years and so far I've not been disappointed. http://www.ebay.com/itm/371532287328
I don't know why you would buy the 12E+ when you can get the (same electronics but fully functional case) 17B+ with leads for a whole $6 more...
I even used the frequency feature to confirm a video sync signal on a machine earlier today.
If anyone is in the market for a new meter I highly recommend going this route.
