So I got this Master of Weapon PCB which will only start if I flex it a certain way. It will also reset occasionally and has 2 very hot chips, two that get really hot and cool during game play. Other than the flexing problem, is the hot chip issue normal? Is some poor connection causing the heat to these two chips?

The two PALs are getting hot? No, those should not get hot.
OK, well then, I will pull all the chips, give them a clean and deoxit spray and see what happens. The edge connector on this one was very dirty so I'll re-clean it as well.

After that, any tips on what could cause these two to get hot?
 
check your power supply is not too high, this is quite a small board, too high will cook sensitive chips such as PLD's.
 
I've checked the power, and cleaned the edge and some chip legs. Any other easy ideas to troubleshoot? I have a DMM as well with a oscilloscope, but as usually, am an amateur with using them.
 
Perhaps a symptom of the chip failing internally? High internal resistance generating heat or perhaps internally shorting drawing too much current also resulting in heat?
 
Buy some GAL16V8 burn this image for B72-08 and this image for B72-09. If they still get hot it's probably something that's connected to it that's causing issue. If flexing the pcb causes reset you may have a cold solder joint somewhere. Can use a good smartphone and zoom feature if you dont have something like a 48x scope. Hope this helps.
