[ fixed ]Help with daimakaimura cps1 b board not working

Hello guys,
I have this original daimakaimura pcb that gives me some random sound samples and this stuff on the monitor:

I have reprogrammed the dm22A .Jed file into a gal16v8 but it does the same thing:

Please help if anyone have and idea of how to fix it that would be much appreciated,

Update:
I traced a pad going from the pal chip to this 3E ls245 and this ls245 chip have two legs shored togher, is that normal ?

Update 2 : sorry I found out that the pins on that chip are linked together on the board lol
 
Update 3 : the board is fixed
I had some really bad corroded eprom pins
3 EPROMs to be exact
Some of the pins broke off when taking them EPROMs off the board

Had to clean the corroded EPROMs pins using sand paper and solder some new pins to the eproms and bam it works
