e: Nevermind I'm an idiot, needed to plug the cart in firmly.

So I just got this CPS3, basically got it in unknown condition. Honestly looks like it's been in a box since 98. When I power the board on I get this screen full of garbage. Just wondering if anyone knows off hand why it would do this before I start giving my motherboard a look over. I'll also check the cart battery voltage.

Always clean your carts when you receive them. A dirty cart is responsible for a bunch of issues with these including premature suicide. The pcbs don't have the best cart slots either so try to keep your carts as clean as possible.
