Graphical issues when booting pgm

I'm having some issues with the PGM. When I turn it on without a cart, I get these graphical glitches on the boot screen. And I notice there are some green bars over the red lines in the option screen.

At first, I thought it may just be because the board may not have a game cart inserted in. But when booting the pgm with a cart, it still does not boot properly.

The board looks clean... but any suggestions? Thanks.

I'm not that familiar with the IGS but it seems like you have an issue with the sprite generator. I think it's the big square chip close to the cart connector.
Boot the board and gently rub your finger across the pins of it. If the lines blink or change somewhat, then the problem is related to that chip.
Rub your finger on the RAM to its right. If the issue still occurs, then the RAM is the likely culprit.
If you have a logic probe I can guide you through some diagnostics you can do.
