Killer instinct board issues

Hello everyone, again I come to you, I have a Killer Instinct board, which does not give video only verification audio, my question is how to know if the Altera chips are damaged, if that is how I can replace it with which programmer I can program. Also, what points can I review? I try to find information about this board and I have very little information

look for cracked soldering on the large chips first whenever there is a problem on these or MK3 boards.
they flex and break the solder very easily.

re-solder all Altera and problem persists, just check audio sound. How do I know if the Altera are bad?

unless one gets burning hot - i dont know.
scoping them will be challenging without a schematic
