Does anybody know what bulb to use in the UK on the noir cabinets as i am struggling to find an equivelant to the panasonic FL20SS D18 thats in it

Have you considered a drop LED replacement? Just google 588mm/2ft LED T8, heaps of options

Just a couple of other things to consider:-
be sure to shop around there is alot of junk out there
- colour temp, cool/natural/warm white (personally I find cool/bright white too harsh and bleeds through too much, warm is too 'yellow')
- clear or 'milky tube' (I prefer milky as helps to give more uniform light output
