Namco System 11/Tekken 2 - This means bad caps, right?

Hey, everyone. Just stumbled upon this forum, and looking forward to learning a lot.

Mostly out of impulse and curiosity, I just purchased a Tekken 2 arcade PCB from an online store I use frequently. They've been around for a while and are well-established, but this is the first time I've seen them sell arcade hardware. I also picked up an Axumworks Supergun Mini, but otherwise, had all the other analog equipment I needed to get everything hooked up. (Please ignore those "newbie with too much money" fumes...)

When the game boots, there are a number of graphical issues: vertical blue lines across the whole image, distorted sprites, missing artwork, etc. I did some research and it sounds like these sort of visual issues could be caused by bad capacitors. Cleaning the JAMMA connector with 1UP solution didn't help at all, and I don't see any signs of leaking caps or corrosion anywhere. I posted a few pictures - one direct photo, and one of the video output through a scaler - and would like to get confirmation that this is the issue.

The listing has since been taken down, but I'm 99% certain that the PCB was explicitly listed as "working" or I wouldn't have purchased it. The storefront still has a handful of other non-working PCBs up, and they're described and priced as such. Just wanted to confirm from a cabal of experts before I hassle the seller with a return.

Potentially however with arcade stuff it sometimes can be the custom chips. There's also a lot of protections on those specific boards that haven't been cracked yet.
Hopefully someone else who is more familiar with namco 11 will chime in.
 
Those graphical issues are not due to bad caps.

Try reseating the rom and CPU boards. If that doesn't help, return it.
