I have a Pandora King of Air 2 JAMMA (same HW as DX) that I'm with tooth and nail want to downscale from 640x480 (it does not come with 15Khz in vert mode).
I now managed to get hold of a Ultracade UVC which at first seemed to work flawless but there's one weird artifact.
At the bottom of the screen (that would be the left side in horizontal mode) there's a dim band, just a few rows. If any bright pixel enters the band it creates a dark streak across the entire screen (vertically). Below is what it looks like on Gunbird 2 through VGA capture. No artifacts manifests it self over the VGA capture but it shows the band pretty clear (sorry about the dim picture, I was using a passive VGA splitter).
Now, in this picture below, there's a bright box in the lower right corner that says the version number in the band. That creates the entire dark streak on right side of the screen.
If I run the Pandora through the VGA port of the blast city in the native resolution this artefact does not manifest itself but the games does not look as they're supposed to as you can imagine.
