So, got a somewhat beat up AES in front of me. Board looks clean other than some dust bunnies, but it gives the pallet error green screen. Thinking I'll just replace the RAM first and foremost, but wanted to double check the RAM location (assume its the 43256 chips) and see if there's anything else I should check first.

There is a TEST BIOS around that allows you to check many things. I would try that first.

Desoldering the BIOS would be a fair amount of work. Swapping the RAM seems easier to me. But I may just be having flash backs to replacing the YM2610 on other systems.

Actually, looks like a false alarm... the SCART cable I'm using seems to not be passing the red channel correctly and the screen was actually blue not green. Cleaned things off, and it's all working (well not fully tested it all, but it boots into a game minus red). Confirmed that the cable does the same thing on other units (shrug).
 
SCART cable was even more off than I first thought. Looks like someone changed the plug from Genesis to Neo Geo without changing the pin out. So AES plug, with Genesis wiring. The weird things one finds in my cable pile...
