New Astro City Monitor Issue (Wavy Flickering)

What would be causing this type of wavy flicker? Depending on what's shown on screen, the flickering gets worse or stops. I've only tested Super Street Fighter II X on it, but things like the character select and versus screens have minimal to no flicker, while stages like Feilong or E. Honda have a lot of wavy flicker. Cooler/darker stages like Cammy's or Zangief's have very minimal flicker.
