This board did not wanna go off peacefully lol. I turn it off after hours of testing last night to clean off all the flux off it, turn it back on this morning and it's missing simm 6. I took off the simm and started testing connections on the 3383 buffers, found that leg 13 which is common to all 4 buffer was missing from 3H, apparently this whole time it was hanging by a thread. Nothing some 34 gauge from top to bottom won't fix but damn this board a pain!.

Well @cmv040 wanted to make this board into a multi down the line. I told him I had the extra 128mb he would need and could convert his cart. Just burned the CD and converted the cart writing 3S right now and so far so good.

Just want to give a shout out to @cruzlink2 for all the hard work on this board. Did an awesome job of showing me what was wrong with the board, updates, photos, etc throughout the repair process. Only guy I would trust fixing up my CPS III boards (if I can ever afford another in the future that is). Keep in mind costs (not cheap) for repair but totally worth it for the countless hours he spent fixing this up. He even helped me upgrade by board/cart to multi. As GoldeGlover said, god tier work man, thanks a million, so glad this community exists and there are people who have the willingness and knowledge to help.

Happy to do it even though it was a pain in the ass, was a challenge to get this thing from what it was to working order. I also learned a lot in the process so I am sure the next one I will know what to look for.
