No Video on MK4

So I purchased two Mortal Kombat PCBs off of eBay and connected them to my supergun. Both boards were listed as working. I tested mk1 and it works and displays perfectly on my tv...when I plug MK4 there is no video at all it remains on the colorbar test pattern. The board lights turn on and I can tell it is working but no picture. Please help.

You can tell it’s working like you can hear sounds, coin up, and it plays blind?
