I recently bought an untested Midway Pacman board - the smart thing to do would be to buy an adapter like this.
https://www.mikesarcade.com/cgi-bin/store.pl?sku=PAC2JAMMA

But I am not smart; pride demands that I make my own. I expect that this will take ten times as long and cost three times as much as just buying one.

There is a reasonable set of instructions on how this could work here
http://www.therealbobroberts.net/adaptor.html
and AC and DC pinouts here
https://www.mikesarcade.com/cgi-bin/spies.cgi?action=url&type=pinout&page=Pac.html

Before I go down this path I just wanted to check that there wasnt already a great "Pacman to Jamma" project that has done all this work already.

Is there anything like this, but for pacman?

i reccomend you convert that to DC,
also find out why you have 2 empty sockets - i have not worked on one for years.
and if you have gfx problems replace the chipsocket under the sync sub-board with socket-strips and replace the pinstrips that go into it - those sub-boards jammed into chip sockets often cause problems
