Power supply for namco 246

I have a TC3 namco 246c pcb that the fan was out on. I ordered a new one same brand and specs. After I installed it the pcb just powers on a second then shuts off. I have narrowed it down to the dvd drive causing it.
These are the things I have done
1. Unhooked the fan
2. Tested voltage, while running and on start up they are at 5 and 12
3. Changed all other parts with each other pcb, power supply, dvd drive, dongle. All work fine with each other. Just the 1 power supply that shuts off when dvd drive is connected, also tried multipledvd drives on both plugs from power supply. It will run as long as no dvd drive is connected.

This did work before when tested, just needed a fan so I never left it on long.
I am ordering another from twisted quarter, but I want to try and fix this one so any help where to start or schematic/flowchart would be awesome.

Does anyone have a power supply for sell? The one I was going to get from twisted quarter is a little different and I'm not sure it will work. I also looked at boards on ebay to use a regular power supply but they say 245 256 and im notnsure the difference in those and a 246.
 
I'm so puzzled on this, I hooked a dvd drive up to the power supply with jumpers and it will stay on. So is there anything on the pcb that might read something from the power supply and shut it down? It doesn't even get to the dongle beeps. It shuts down about the time they would happen. I have 5.08v going to the pcb.

Edit...so I can get it to stay on with no disc in. Then once the disk spins up it shuts down. So I am going to order some caps and see if that is the problem. A few are domed anyway so they need to be replaced.
