Never done this and am admittedly pretty bad at reading a schematic, but here goes (nothing). Let's hope I don't kill myself.

The Goal: A test bench monitor.

  1. SCART socket soldered to a breakout PCB
  2. All grounds jumpered together
  3. RGB lines:
    • 75Ω resistors terminated to ground
    • 0.1uf tantalum caps in series
    • Diode on pin 8 for blanking and protecting the console source
    • Pin 20 for sync
    • Left stereo channel for audio (don't have the resistors handy to mux down to mono)

And from the other side.

CRT is a cheap Westinghouse 19" with RF-only input.

One word of caution, it seems like you are using the Westinghouse TV chassis. Being RF only, most likely this is a "hot chassis" that does not isolate AC neutral from earth ground. To protect your boards in a test station environment, I would wire in a 1:1 isolation transformer to the AC side. Best of luck with the mod.
