Is Sega Naomi Ring Out 4x4 netboot compatible?
If so...is there a way to convert the zip/IC ROM file to a Netbootable bin?

no, mainly because you cant run this game in typical netboot cab setup.
this game require 2 chained JVS I/O boards, and normally uses 4x racing wheels.

no, most of NAOMI cart games protected and needs to be (manually) cracked.
 
Thanks for the response. Interesting...Outrigger uses 2 IO boards and is Netbootable. As does Beach Spikers, Virtua tennis 2 and others for 4 player.
 
Outtriggers was cracked and made public relativelly not a long ago. Beach Spikers not require 2 IO, its just an option. Virtua Tennis 1 and 2 is 2 player games (who told you it 4-player ?)

speaking in general... many years ago, some persons was selling neteboot binaries, and if there was demand for some game(s) - they hired other person to crack it/them. later, the people who bought netboot binaries leaked them to public and you may DL it everywhere these days.
so, if there is no crack of some games, it is either:
- there was no demand for this game, and it's crack wasn't created.
- crack was bought by only one or few persons, who didn't leaked it.
