Rival Schools jamma vs rom player select difference? Please Help!

On my original jamma pcb I could select any character combination. On the arcade rom I have on my launch box hdd when I select a character the rest of the team from said school highlights and my second player on my team can only be one of those two other students.

Is this a different board type maybe, or is there some sort of setting I can just not find in the service menu? Any help is greatly appreciated. Would really love to be able to pick any character on the pc build.

You can unlock the free character selection by using a NV-Ram file that already have the unlock bit set, Wait for a specific time until the mode unlocks, or you can try the Service Mode Codes.
