Sega model 3 step 2. Missing capacitors on rom board.

Hello, I recently buy a virtua striker 2 99, and I found 2 missing capacitors and one with bad soldering.

Can anyone tell me what are this capacitor for? Should I have to replace them?

They are for power filtering. It won’t prevent the board from booting, so you don’t have to replace them. but they’re easy enough to replace, so why not?
