SEGA NAOMI Missing 2.5V on test point

Hi All

I have a Naomi 1 that wont boot. Everything gets ready to go including fans etc spinning. No Audio or Video. Black Screen. I have all the correct voltages going into the board from the SUN PSU. When I check the test points by the LEDS (which glow brightly) I get 3.3V, 5V, but no 2.5V!
Does anybody know where this is created from?

Yeah I thought it odd. Maybe a memory voltage. I need to get the Fluke out and start breaking a few things

Reminder: Once you have repaired cleaned and want to test does the board work. Clean or check the board again. I found a lump of solder shorting the 2.5v rail.
